Job Summary

The Manager, Startup/Completions will be primarily responsible for planning and overseeing the execution of all commissioning and project turnover services including pre-commissioning, commissioning, performance testing activities as well as system completion tracking, punch list tracking, turnover document completion tracking and turnover document handover to the client for liquefied hydrocarbon facilities and other types of facilities designed and constructed by Matrix. These projects could consist of cryogenic tanks, turnkey cryogenic facilities, Thermal vacuum chambers or any other facility Matrix may design and build.

Essential Functions
  • Actively supports the Company's commitment to safety and its "Core Values."

  • Builds project teams in support of startup and commissioning activities, using both internal and external resources.
  • Supervises all commissioning staff including interviewing, hiring, training, evaluating, and terminating subordinate personnel.
  • Establishes department and individual goals/objectives and directs, and actively participates as necessary, subordinate personnel in achievement of responsibilities and objectives.
  • Works jointly with the Construction Engineering team to plan and manage turnover document planning, collection, and handover to the client.
  • Ensures processes and procedures meet or exceed industry standards, recommending policy and procedural changes as needed, always incorporating well thought out Safety protocols for every operation and task.
  • Participates in certain key design activities such as P&ID reviews and 3D model reviews to provide input from a pre-commissioning and commissioning perspective.
  • Develops detailed plans and schedules for pre-commissioning and commissioning activities, and ties such into the detailed construction schedule as the construction schedule is being developed.
  • Manages the pre-commissioning, commissioning, and startup activities as they occur on the project as the coordinator with the client.
  • Develops commissioning and support team personnel on-site throughout pre-commissioning and commissioning phases for projects.
  • Prepares a Lock Out, Tagout System procedures for use during the pre-commissioning and commissioning activities in coordination with Matrix HSE and client requirements.
  • Oversees the generation and compilation of the documentation (signoff sheet) required to document pre-commissioning and commissioning activities and collects client signatures as required.
  • Manages preparation of final handover documentation packages and in the execution of safety and turnover review meetings with pre-commissioning and commissioning content with support from Construction Operations and Construction Engineering.
  • Schedules and coordinates, in concert with ongoing construction and pre-commissioning activities, all equipment suppliers' or other third-party service technician work and visits.
  • Coordinates owner involvement in pre-commissioning and commissioning as per company standards and per the owner's contractual rights and obligations.
  • Schedules and coordinates all first fill activities, as relevant for the facility.
  • Jointly, with Design Engineering and Construction Engineering, develops a detailed plan and schedule for the execution of performance test activities and develops associated test procedures.
  • Provides updates as required for the detailed schedule and plan for execution of performance test activities.
  • Organizes and leads the performance tests at the jobsite. Oversees the generation of the performance test reports and any other documentation required to document the successful completion of the performance tests.
  • Assists with development of estimates for pre-commissioning, commissioning, and performance testing activities.
  • Reviews and provides input for proposal development and project engineering tasks in support of current projects.
  • Travels to meetings with customers and vendors as required.
  • Works on special projects and performs other related duties, as directed.
Qualifications
  • Bachelor's or Associate's degree in Civil, Mechanical or Electrical Engineering or Engineering Technology; or equivalent combination of education/experience in lieu of degree.
  • 8+ years of experience in heavy industrial construction, including 5+ years of experience leading pre-commissioning, commissioning, and performance testing activities or facility operations management.
  • Previous supervisory experience required.
  • Knowledge of industrial construction as it pertains to the petrochemical, gas, or aerospace industries.
  • Strong communication skills, both written and oral, and good organizational skills.
  • Ability to work on multiple activities at one time.
  • Strong computer skills, including Excel and MS Word, are preferred.
  • Ability to travel to project sites as needed or required.
